The streams are non-compensatory. A strong reading in one stream does not justify weakness in another.

Stream A funds land, water, soil, and ecological work.
Stream B funds the people carrying the field.
Stream C funds governance and coordination.

Where photographs, names, schools, or minors are involved, note consent in the observed-effect column. Consent is ongoing and revisable.

If a transfer crosses an internal threshold, ensure dual review. If anything is unclear, log it as a question rather than as a fact.
